Durham police were called to the garage on Mary Street on February 1 for a woman on a roof.
They said officers tried to talk to her and a short time later, she fell seven floors to the ground.
She was pronounced dead at the scene.
The SIU was called to investigate because one of the officers was actively engaged with the woman.
The Director of the Special Investigations Unit, Joseph Martino, has determined there are no reasonable grounds to believe that any officer committed a criminal offence in connection with the woman’s death.
